The doctrine of total depravity does not mean that non-Christians have no will or intellect. On the contrary, Paul speaks of them as having a will and intellect that is radically opposed to God. When God works regeneration by the Spirit through the Word He makes the will alive. Not only does this doctrine establish the power of God in salvation but also results in several theological implications regarding how the church should view non-Christians.
